Bertha Garcia

Ms. Garcia has led VCCDC since it was founded in 2001 in cooperation with VCCDC’s former parent organization, Cabrillo Economic Development Corporation; where she served since 1988, helping to build organizational capacity in several areas as part of the Senior Management team.

For example, in 1998 she helped to establish the organization’s HomeOwnership Center which component was spun off to become the independently incorporated VCCDC. In 2008, she was appointed as the Executive Director by the Board. Over the past fifteen years, Ms. Garcia has deepened her knowledge and experience as a non-profit administrator and as the chief architect of VCCDC’s mortgage lending operation. As the Executive Director, Ms. Garcia is responsible for providing the Board of Directors’ with financial and programmatic information on which it can base strategic and policy decisions. Ms. Garcia’s responsibilities include: representing the Organization to the broader community, oversight of day-to-day operations, ensuring achievement of corporate goals adopted by the Board and adherence with Board-established policies and procedures, developing programs and generating adequate resources to support such, and direct supervision and evaluation of management staff. Ms. Garcia is a licensed real estate broker and holds her NMLS certification. She is VCCDC’s Broker of Record . Ms. Garcia’s continuing education has focused on organizational capacity building, i.e. mortgage and homeownership training; as well as on organizational leadership and management.

Alex Vega

Director of Lending Services, NMLS #407762

Mr. Vega is responsible for supervising and evaluating all lending staff; for developing, updating, and monitoring adherence to VCCDC’s lending policies and procedures. He administers the Organization’s lending programs, and underwrites subordinate loan files to ensure compatibility with program guidelines and accuracy in form.

Mr. Vega conducts annual loan portfolio reviews with support from lending staff to ensure compliance with funder guidelines. Under Mr. Vega’s leadership, the VCCDC lending division has provided over $5,000,000 in down payment assistance to first-time homebuyers in Ventura and Santa Barbara County since 2008. He holds a B.A. in International Business Administration, has over fifteen years of financing experience. He is a licensed real estate broker and endorsed by the Nationwide Mortgage Licensing System.
